It is impossible to talk about the distribution of income without triggering strong feelings about wanting to help those less fortunate than you. Greg Mankiw and Brad DeLong are debating the income inequality data from the Piketty and Saez study. A $200,000 salary goes further in Mobile than in New York, for instance, and if more $200,000 wage earners move to New York, the distribution of income is more unequal. I’ve estimated before that the total additional cost required to give every adult citizen a basic income guarantee (BIG) of $1,000 per month and every citizen under eighteen $300 per month would be around $1.5 trillion after the elimination of expenses no longer required with a basic income.

The claim is partially accurate but leaves out important details, so we rate it Half True. These figures are still low which could be contributing to the high levels of income inequality. When counting non-cash benefits and taxes but not correcting for underreporting, the figures are essentially flat, at 4.9 percent in 1995 and 4.7 percent in 2005. Some people do not want to live in a world in which the top 1 percent of earners pulls in more than 20 percent of income, particularly when its take in Scandinavian countries is far below the American share and when today’s American share is far more than the same share 35 years ago.

Higher business risks and higher costs of contract enforcement impede economic growth by slowing down all economic transactions. Census’s standard income statistics do not adjust for the size and composition of households. One of the first writers to note this relationship was Adam Smith who recognized "regard" as one of the major driving forces behind economic activity. As the chart illustrates, wealth is much more concentrated than income. The Africa dummy variable is significant in these regressions only because the fertility rate is not included as a regressor.
